Abstract:
The cross-border integration of the digital economy and high-tech industries is the core driving force reshaping regional economic structure. Based on the practical context of the construction of “Digital Fujian”, this paper uses text mining technology to construct an AI policy intensity index at the prefecture-level city level in Fujian Province, systematically examining the impact of macro policy interventions on the coordinated development level of the digital economy and high-tech industries and its mechanism of action. The study finds that AI policies in Fujian prefecture-level cities significantly enhance the coordinated development level of the two industrial systems. This conclusion remains valid after a series of robustness tests, including lagging the explanatory variable by one period and using the Bartik instrumental variable; mechanism analysis shows a significant marginal substitution effect between AI policies and substantive technological innovation, that is, in regions with weaker technological bases, the guiding and driving effects of policy-empowered factors are stronger; heterogeneity analysis further confirms that in noncore energy-level cities and inland regions, policy guidance can play a significant signaling role, showing a clear characteristic of latecomer catching up. Accordingly, it is necessary to divert policy subsidies toward substantive innovation, adopt differentiated regional digital governance strategies, and break down barriers to the cross-regional flow of data factors.
