摘要：

高校食堂食品安全事关师生健康与校园稳定，需坚决贯彻落实“四个最严”要求，筑牢食品安全防线。当前，高校食堂食品安全治理仍面临主体责任落实不到位、制度执行滞后、从业人员素质偏低、原材料供应链管控存有漏洞、多元协同监督机制失灵等风险。为此，应进一步构建“三位一体”责任传导机制、完善食品与经费双轨管理体系、推进食堂操作标准化与智慧化升级、系统开展风险教育与应急能力建设、构建多元协同监督体系，切实提升高校广大师生对食堂食品安全的满意度与获得感，助力高校后勤高质量发展。

Abstract：

Food safety in university canteens is crucial to the physical health of teachers and students as well as campus stability. It is essential to strictly implement the “four strictest” requirements to build a solid food safety line of defense. At present, the governance of university canteen food safety still faces multiple risks, including inadequate implementation of the main subject responsibilities, delayed system implementation, loopholes in raw material supply chain management, and malfunctioning multi-stakeholder collaborative supervision mechanisms. To solve these problems, universities should further construct a “trinity” responsibility transmission mechanism, improve the dualtrack management system of food safety and funds, promote the standardization and intelligent upgrading of canteen operations, systematically carry out risk prevention education and emergency capacity building, establish a multidimensional collaborative supervision system, and expand channels for student participation in governance. These measures can effectively enhance teachers and students' satisfaction and sense of gain towards canteen food safety, and facilitate the high-quality development of university logistics services.
