摘要：

以全国科创飞地政策和实践案例为对象，基于创新理论、系统动力学理论，构建“动力源泉-机制传导-强化效应”分析框架，揭示科创飞地赋能区域经济发展的内在逻辑，得出结论：科创飞地赋能区域经济发展依赖于利益共享、制度保障，以运营利润为基石约定分成，建立资源互补制度化供给机制、沟通协调与信息报送机制，以及标准化合作制度；依托人才柔性引进、技术转移与产业融合，将人才、科技、资本等生产要素导入经济欠发达区，实现资源互补与区域经济合作，带动经济效应、人才效应、生态效应提升，促进区域经济更好更快更可持续的发展。

Abstract：

Based on innovation theory and system dynamics theory,this paper focuses on the policies and practical cases of scientific and technological innovation enclave,and constructs an analytical framework of "power source-mechanism transmission-reinforcement effect" to reveal the intrinsic logic of how scientific and technological innovation enclave empower regional economic development.The findings reveal that the empowerment of regional economic development by science and technology innovation enclaves relies on benefit sharing and institutional guarantees.It requires establishing a resource complementary institutional supply mechanism,communication coordination and information reporting mechanisms,and standardized cooperation systems.Relying on flexible talent introduction,technology transfer,and industrial integration,it introduces production factors such as talent,technology,and capital into economically underdeveloped areas,achieving complementary resources and regional economic cooperation,driving economic effects,talent effects,and ecological effects,and promoting better,faster,and more sustainable development of the regional economy.
