摘要：

在创新驱动发展战略深入实施的背景下，单一政策工具的激励效果逐渐受限，政策协同成为提升企业创新效能的关键。基于2018—2023年沪深A股上市公司样本，从协同效应视角探究政府补助与税收优惠对企业创新绩效的影响及其作用机制。研究发现：政府补助与税收优惠的协同效应能显著促进企业创新；研发投入在协同效应对企业创新的影响链中起到中介作用；市场竞争程度能够正向调节协同效应对企业创新的影响。异质性分析表明，政策协同效应对企业创新的影响在我国东中部地区企业、劳动密集型企业中表现更为显著。相较于策略性创新，政策组合更加有助于企业的实质性创新。在创新政策协同方面，应实施区域与行业差异化协同方案，强化创新质量导向机制，并推动政策、市场与监管协同治理，以构建健康可持续的创新生态系统。

Abstract：

Against the backdrop of the deepening implementation of the innovation-driven development strategy, the incentive effect of a single policy tool has gradually diminished, making policy synergy crucial for enhancing enterprise innovation performance. Based on a sample of A-share listed companies in Shanghai and Shenzhen from 2018 to 2023, this study explores the impact and mechanisms of government subsidies and tax incentives on corporate innovation performance from a synergistic perspective. The synergistic effect of government subsidies and tax incentives significantly enhances corporate innovation. R&D investment plays a mediating role in the influence chain of this synergistic effect on corporate innovation. The degree of market competition positively moderates the impact of the synergistic effect on corporate innovation. Heterogeneity analysis shows that the impact of the policy synergy effect on corporate innovation is more pronounced among enterprises in China's eastern and central regions and in laborintensive enterprises. Furthermore, compared to strategic innovation, the policy combination proves more conducive to substantive innovation. In terms of innovation policy coordination, region-and industry-specific collaborative strategies should be implemented, with greater emphasis placed on innovation quality-oriented mechanisms. Meanwhile, coordinated governance among policy, market forces, and regulatory frameworks should be promoted to foster a healthy and sustainable innovation ecosystem.
