高新技术产业新质生产力发展水平测度与时空演进

摘要:

基于科技、绿色和数字三维框架构建我国高新技术产业新质生产力的综合评估体系,测度分析2015—2023年其时空分异特征及动态演化规律。研究发现,高新技术产业新质生产力发展水平综合指数及各子系统指数整体呈上升趋势,综合指数仍处于较低水平;高新技术产业新质生产力发展水平存在显著的区域差异,主要来源于地区间差异;高新技术产业新质生产力水平动态演进呈现稳定、缓慢、向上转移的趋势;区域发展呈现“东-中-西”阶梯递减特征,长三角、珠三角形成显著创新极核。应实施差异化要素配置与区域精准施策;构建产学研用深度融合的转化体系;推动科技、绿色与数字生产力协同发展,系统培育高新技术产业新质生产力优势。

Abstract:

Based on a three-dimensional framework integrating technology,green development,and digitalization,this paper constructs a comprehensive evaluation system for measuring the development level of new quality productivity of high-tech industry(NQHTI),and analyzes its spatiotemporal differentiation characteristics and dynamic evolution patterns from 2015 to 2023.Results indicate that while subsystem indices and the overall NQHTI composite index exhibit an upward trajectory,the comprehensive development level remains relatively low.Significant regional variations exist,primarily driven by inter-regional differences.The dynamic evolution of NQHTI reveals a gradual upward shift over time.Regional development manifests a distinct decreasing "EastCentral-West" gradient,with the Yangtze River Delta and Pearl River Delta emerging as prominent innovation hubs.Regions should implement differentiated factor allocation and targeted regional policies;establish a transformation system that deeply integrates industry,academia,research,and application;promote the synergistic development of technological,green,and digital productivity to systematically cultivate the advantages of NQHTI.
